The U.S. Central Intelligence Agency (CIA) is our best foreign intelligence service the United States has, bar none. The CIA was created on September 18, 1947 when President Harry S. Truman signed the National Security Act of 1947 into law. Memorial Day wouldn’t be the same without our CIA. The agency has an annual budget of 15 billion dollars with over 21 thousand employees.
As president, I plan to triple the size of the agency while increasing their budget over thirty-fold from 15 billion to 500 billion dollars a year. I plan to have offices in every country, as well as multiple outlets in each major city on the planet. All agents should be able to speak at least two languages: English and the country they are being deployed. Now the difference I am going to make with the agency is that they can operate in all countries, but the agents will be able to hire anyone that they feel can best help our intelligence gathering. When on cases the agents will be given complete immunity to act on behalf of the United States government.
Next all agencies will have military personal in the main office in each country, while all offices will have plain clothed US military and contracted security with military-grade clearance. Now when our agents work for the military, they will have badges and not necessary will be for them to carry such identification. They will all receive hazard pay, and that pay will be up to 4,000 dollars a month and it will be non-taxable. This money will be in addition to their regular pay and the starting pay will be the same as the FBI, which I just wrote about in a recent article. Every agent will be held with the utmost respect, and if one of our agents is captured we will not disavow any agent. The United States will always recognize our agents or employees. No agent will be given a kill order on a target they will identify and give the information to their handlers, and a different team will do the investigation and termination orders that will be signed off by the president for any mission that results in grave consequences.
Finally, the CIA will be able to make reports on all topics and give their recommendations on all topics without communication delays for immediate action and analysis. For instance, if arms are being sent to a country by a foreign ship, and the agent or agents recommend destroying the ship, then that recommendation will be handled at the highest levels.
We cannot lose the war of information, but more importantly, we must abide by the US Constitution in the execution of such information. The CIA can be the biggest force of good for the entire planet, but it must be competitively organized, managed, and executed in conjunction with the FBI and the US military.
