Democrats who are trying to make Washington D.C. a state were hit hard by Senator Joe Manchin, stating he wouldn’t vote with his Democrat colleagues in the Senate and would vote no with the Republicans on the measure. Manchin said on a radio show that the 23rd amendment requires a Constitutional Amendment to pass the bill allowing the District of Columbia to become a state, and that he will vote no, allowing Republicans to stop the bill, providing they all vote in unison.
